Interpretation
For renovating the existing 8-unit building, these ZI files may be less burdensome if there is no unit increase, floor-area increase, or change of use. For new construction, ADUs, unit additions, or redevelopment, the ZI files become central: TIMP/TIA, [Q] design review, and Housing Element replacement/no-net-loss analysis may all matter.
